DHAKA: When the country is sinking in corruption, the only anti-graft watch-dog Anti-Corruption Commission (ACC) which is popularly known to the people since long as the puppet of the ruling government.
It is puppet because it never finds any corruption of the influential people particularly of ruling party. It is termed by concerned people ass ‘one eyed tiger’.
Now a new phenomenon has been added to its discredited image though nothing new, a new image of corruption practice by its own people. Evidences have come out of their involvement in various corruption practices by ACC officials are detected by other agencies of the government.
An Intelligence agency of the government has gathered some authentic recorded proofs of corruption against a big number of ant-graft body personnel. Banglanews was informed by the Intelligence men that those proofs might be produced to ACC chairman Md. Baduzzaman any moment.
The Intelligence officer told that there are corruption allegations roughly against fifty officials of ACC working mostly working at head office.
The officials are frequently involving in the corruption practice. They are earning crores of money from the persons infested with corruption practices while serving notices, investigation, filing cases and framing charge process. This practice of some corrupt officials of ACC has placed the state’s anti-graft constitutional body on the dock of people.
Regarding the situation TIB executive director Dr. Iftekharuzzaman told Banglanewss that ACC’s activities have become questionable. This will led the ACC to face critical lacking of people’s confidence. Dr. Iftekharuzzaman opined that as soon as the allegation against the ACC officials is proved they should be punished to bring back the confidence of the people.
Recently two ACC officials were served with notice for taking bribes. To this action Dr. Iftekhar told that this is a criminal offence. He said that, ‘we heard that ACC high command has audio proof of that bribe taking incident. If it is fact then ACC alone could have taken action against them.’
Allegation of taking bribe of Taka 37 lakh by DD Golam Mostofa posted at head quarter and DD posted at Bogra was received by ACC boss. One Mobarak Hossain, a realtor businessman brought the allegation against the two with audio record proof. On last June 17 both the alleged accused were served notice to answer in writing within seven days.
On the other hand against the back drop of several allegations and irregularities two deputy directors Md. Ahsan Ali and Shafiqul Islam were given forced retirement last month.
ACC chairman Md. Badiuzzaman told Banglanews that to check and monitor our own corruption we have an internal committee. We took action against them who were found guilty after probe. In future similar action would be taken against them who will be found to be corrupt. During last five years 76 ACC official were sued for corruption as per ACC law. Of them 47 were given punishment.
Those 76 were brought under scanner getting complaints from several corners. ACC internal committee carried on investigation when 26 were awarded capital punishment, 21 were given light punishment while 29 were given acquittal as accusations could not be proved.
ACC Commissioner Md. Shahbuddin Chuppu talking to Banglanews maintained the same view about the corruption of the ACC officials. He said that if any ACC official is charged with corruption an investigation is carried out then necessary punishment is meted out on him including termination from service. There is a five member internal prevention committee headed by the chairman to look after the corruption of the ACC officials.
Upon several allegations more than fifty ACC officials are now under Intelligence scanner. To keep vigil on them ACC director Shahidur Rahman has been given the responsibility. If there is any information of graft the chairman is informed.
The source informed that during last five years allegations of graft against were proved, the officials concerned either they are facing departmental cases or criminal cases.
These officers include ACC deputy director Ahsan Ali, SM Sabbir Hassan, AKM Fazlul Haque, Shafiqur Rahman Bhuyian, Dhali Abdus Samad, Ranjan Kumer Majumdar, Assistant director Saaidur Rahman, Abdur rahim Joardar, Abu Nasar, Zakir Hossain, Assistant Inspector Mahbubur Rahman, Court ASI sarwar Hossain,Mohammad Shahjalal, Obaidullah Ibne Khaleq, Constable Faruk Ahmed, Khasru Jahan, Moshaequr Rahman, Aby Sayeed, Amit Kumer Das, Abdul Motaleb Mia, Shahohidur Rahman Bhuyian, Golam Rabbani, driver Gulzar Hossain, Samad Bhuyian and Ahmed Hasnat.
