Commission to finalize July Charter within 2–3 days: Ali Riaz Consensus Commission meeting

The National Consensus Commission expects to finalize the historic July Charter within the next two to three days through continued dialogue among political parties, according to the commission's Vice-Chairman Professor Ali Riaz.

He said: “With your cooperation, we hope to reach the final stage of the Charter in the next two to three days,” he said. “The repeated discussions and revisions are being done so that we can build consensus. So far, we have reached agreement on 12 key points, although there are notes of dissent on two of them.”

Speaking on Monday (July 28) at the 20th day of second-phase discussions held at the Foreign Service Academy’s Doel Hall in Dhaka, Professor Riaz addressed party representatives at the start of the session.

Riaz stressed that the unresolved issues—particularly those concerning fundamental state reforms—must be addressed. “For example, the caretaker government system is something we have all struggled for over many years. We must present a framework to the nation that ensures we never again return to such a dire political crisis.”

He added that all proposals are being shaped based on feedback from the parties, undergoing change, refinement, and even amendment where necessary. He urged all political parties to remain engaged and help the commission reach common ground in the coming days.

Ali Riaz also said: “We aim to produce a historic document by incorporating the most crucial and foundational issues for state reform,” he said. “This Charter will be signed by all parties and presented to the nation—a document that outlines the future roadmap for Bangladesh. While we do not expect to include everything, we are focusing on the most essential matters that shape the state's structure.”

He expressed hope that future political leaders and representatives would consider the contents of the Charter as a guiding reference in their work.

Monday’s dialogue included representatives from 30 political parties, including the Bangladesh Nationalist Party (BNP), Bangladesh Jamaat-e-Islami, National Citizen Party (NCP), Gono Odhikar Parishad, Gonosonghoti Andolon, Communist Party of Bangladesh (CPB), Revolutionary Workers’ Party, and Amar Bangladesh (AB) Party.

The session was moderated by Monir Hayder, Special Assistant to the Chief Adviser. Commission members present included Justice Md Emdadul Haque, Iftekharuzzaman, Badiul Alam Majumdar, Safar Raj Hossain, and Md Ayub Miah.

According to commission sources, dialogues with political parties will continue in the coming days to resolve outstanding national issues and finalize the July Charter as a foundational agreement.
